My car is not factory equipped with an RPM meter. Can an after market meter work or be installed. It has a 4.6 Liter engine

Yes, they are easy to get and install. Usually a 4-wire hookup. Black to a ground, Red to a keyed power source, Green to your dash lights to run the light inside, and the remaining wire to your tach output on the distributor. Be sure to read the instructions though. You should be able to get one for about $60, or for much less on e-bay.

Yes like above called a tachometer. Not that hard to install but read instructions carefully. They get expensive though.

I know. I have a 1995 Crown Victoria that now has 340,000kms. on the clock. That was my ONLY complaint when I purchased the car new. The only ones that are factory equipped with a tachometer are the 2003-2004 Mercury Marauder, and the 2006 and up Crown Vic, Grand Marq, Town Car. But yes, like the other posts advise, you can install an aftermarket tachometer, if you so choose.

Yes, the answer is 100% you can get a tachometer. You might be hard pressed to find one though that will fit in your existing gauge cluster. Most likely you will have to install one that either bolts to your A-pillar or on your dash, or something like they have in drag racers. Good luck though if you end up trying to find someting that goes in the gauge cluster.
