Default A/C-Heater Fan Speed Switch Replacement - Manual system

How do I replace the "manual" a/c - heater fan speed switch on my 2003 Mercury Grand Marquis? The rotating shaft on my a/c - heater fan speed switch is frozen for some reason. My a/c works fine, but is stuck on "low" as the fan speed switch will not rotate.

The switch is easy to replace as it is one screw holding it into the a/c-heater control panel and then it plugs in/out.

However, how do I access the a/c-heater fan speed switch? Do I need to remove the a/c-heater control panel? How do I do that?

My a/c and heat are "manual."
